A

Split quality and cost package
I reviewed quality against scoring (highlighting any anomalies/exclusions to the QS)
Moderation meeting with client team also scoring
Worked with QS to draft any post tender clarification questions to the bidder

A
  1. GREATER CERTAINTITY OVER DESIGN AND COST
    Client retains design responsibly so can manage that what is in the design will be built
  2. Usually issued single stage - obtain fixed cost for entering the main contract

  2. Design period may be more resource intensive for them
  3. slower to get contractor onboard if programme is critical

    Approved contractors split into lots (construction in London contractors over £10m)
    Initial EOI sent to all in that lot
    then Sifting brief / Capability assessment

On Westhorpe Gardens, how did you assess what tenderer gave the most advantageous bid?

A

Scorings and weighting all set out in ITT document
55% to 45 % weighting split - cost to quality

Cost was based on cheapest
Various quality questions individually weighted to achieve the 40%

Highest of the cost scoring and quality combined gave the MEAT

  1. If you had received a very keen tender price, however the contractor had not visited site, raised queries or fully priced the pricing schedule, what would your advice be to the client?
A

Make client aware of this and include these in Tender Analysis Report that there is concerns they may not understand the brief.

If this contractor had not followed the ITT requirements for example not completing the pricing schedule fully I would discuss with my client that they have issued a non compliant bid and they may wish to exclude them from the process
