What is the consequence of unreported crime on procedural change?

What is HollieGuard?
an app that turns your phone into a personal safety device. when you shake your phone, it sends an alert, your location, and audio + video evidence to your emergency contact and emergency services.
When and why was HollieGuard created?
In 2014, Hollie Gizzard was murdered by her then boyfriend, who had been abusive and actively stalked her.
Her family and the Hollie Gizzard Trust set up the app to protect victims from violence and incidents, record evidence, and alert emergency services.
What is crime stoppers?
allows people to report crime by phone or online, 24/7, 365 days a year. it is 100% anonymous.
When and why was crime stoppers set up?
in 1988 after noticing that crimes were going unreported because people were unwilling to talk to the police.
Is procedural change a positive or negative thing?
Mostly positive, because it helps people to report crimes by giving them more, often safer, ways to do so, eg if they are unable to call 999, they could report via an app.
