The rational strategy
- writing down items specifically for the purpose of assessing each trait that is to be measured
- figuring out which of the items are the ‘best’ ones
- > choosing items that are most strongly correlated to each other

- resulting scales can only be as good as the sets of items that the psychologist had written to measure the traits

comparing of 3 strategies
-rational strategy -> higher validity than factor analysis
