- high aabse w/ psych issues or dependence liability

- codeine sulfate, codeine phosphate, oxycodone, hydrocodone, ritalin, morphine
- prescription must be written not internet

- less potential for abuse
- leads to low physical dependence or high psych dependence
- Codeine phosphate+acetaminophen, anabolic steroids

-limited physical/ psych dependence
