What are the limitations of the HMC?
Generic and unquantifiable.
Is this a strength though? (adapted to lots of situations)
What are the strengths of the HMC?
Highlights areas requiring development
shape understanding of resilience.
What is the purpose of the HMC?
Help governments to note areas of weakness and improve an area’s resilience.
They can be compared to show how successful a previous strategy was.
What does an area’s recovery depend on?
Human
Governance at a local, national and international scale,
external help available
level of development
population (density, skill, education, age etc…)
What does an area’s recovery depend on?
Physical
Magnitude + intensity
Topography

What is another name for the Parks model?
Disaster Response Curve.
What is a criticism of the Park’s model?
Not good on a small scale
e.g - Katrina 2005 - some parts develop more quickly than others. (ninth ward vs French quarter)
Doesn’t note other issues that could be influencing it - social, political, environmental.
Why is the Park’s model useful?
Effectively compare hazard events.
What factors does the curve of the DRC (disaster response curve) depend on?
Scale of the event, nature of the event, level of development and governance provided internally and externally.
Why are these top down approaches limiting?
May not have the insider knowledge - assumptions made about social norms, written by and for dominant groups.
