The inhibition or discouragement of the legitimate exercise of natural and legal rights by the threat of legal sanction

The third rail of a nation’s politics is a metaphor for any issue so controversial that it is ‘charged’ and ‘untouchable’ to the extent that any politician or public official who dares to broach the subject will invariably suffer politically.

When a regulatory agency, created to act in the public interest, instead advances the commercial or political concerns of special interest groups that dominate the industry or sector it is charged with regulating.
