- Should be in-date and unaltered
- Check associated photo ID
- Check substance requested and total amount match that on the licence
- Record transaction on the back of the licence
- Fix warning label - Acquisition, possession and use by general public is restricted

- Does not require EPP home office licence
- Before agreeing check if request is suspicious
- Check whether there is an appropriate commercial alternative or seller available

- Details of type and volume of regulated substance and purpose
- Health and criminal background check takes place before licence is issued
