9.1.1 Dangerous Goods Classes

A

Class 1: Explosives (Including ammunition of sport guns)
Class 2: Gases - Flammable, Non-flammable, Poison
Class 3: Flammable Liquids
Class 4 Flammable Solids - Flammable Solid, Spontaneously Combustible Substances, Dangerous when Wet
Class 5: Oxidizing Substances and Organic Peroxides
Class 6: Toxic and Infectious Substances
Class 7: Radioactive Materials - CAT I (White Label - RRW), CAT II and III (Yellow Label - RRY, MUST be recorded on SI section of Loadsheet with number of Transportation Indexes ON LABEL, total sum MUST not exceed 50TI)
Class 8: Corrosives
Class 9: Miscellaneous and Dangerous Goods (Incluing Magnetized Material, Dry Ice, Lithium Batteries with a high power output or high lithium content, etc)

9.1.1.12 Carriage of Lithium Batteries

A

Lithium Metal Cells / Batteries: Generally rechargeable, generally found in watches, calculators, cameras, etc.

Lithium Ion Cells / Batteries (Li-ion): Generally non-rechargeable. Generally found in mobile phones, laptop computers etc.

Embargoed when ON THEIR OWN, Allowed when “Packed with Equipment” or “Contained Equipment”,

Lithium Batteries with LOW power output or LOW lithium content may be carried as Excepted Quantities. IMP codes ELI or ELM will be used and their location will be shown on the loadsheet. (As per Crew Notice 22/15)

Lithium Batteries with HIGH power output or HIGH lithium content are classified in Class 9 DG. IMP
codes RLI or RLM will be used and the details shown on the NOTOC (As per Crew Notice 22/15)

Biological Substance (UN 3373), e.g. vaccines, diagnostic specimens;

9.1.3 Notification to Captain (NOTOC)

A

The purpose of the Commander / PIC’s signature on NOTOC is to indicate their awareness of the carriage of DG or Special Loads. The signature does not indicate or validate compliance with the regulations, which is the Traffic / Cargo Department’s responsibility, as indicated by the Certification Clause on the NOTOC.

Commander / PIC shall NOT sign the NOTOC until the Certification Clause has been completed.

Flight Crew shall report all instances of incorrectly handled or completed NOTOCs to the Manager Cargo Services via Commander’s Administrative Report (CAR) to Line Ops.

On Ground

IOC must be informed by the station OR by Flight Crew for the following:

DG are leaking

Persons are injured

Environment is endangered or contaminated

DG are involved in fire or explosion

9.1.4.3 Reporting Requirements

All incidents involving DG require an submission of ASR.

9.1.4.4 Spillages of Substances in Aircraft

A

Package shall be removed or arrangements made for its removal by appropriate authority or organization.

Remainder of the consignment shall be inspected to ensure its condition is acceptable for transport by air and that no damage or contamination has occurred to the aircraft or its load.

If the spillage is a flammable liquid, do NOT continue to use or operate any electrical system.

Local station management shall notify the appropriate authorities.

Engineering personnel conduct inspection of the aircraft.

SADD shall be raised in order to facilitate the necessary clean-up work on return to HK.

Minimize exposure to potential hazardous materials.

If spillage cannot be positively identified, two courses of action are available:

Ground Engineer shall obtain a sample of the substance in a clean jar and forward the sample via ENG(QA) in HK to Technical Services for analysis.

If it is not possible, Cargo shall be requested to obtain the chemical data sheet for the substance from the shipper and this shall be sent to ENG(QA).

9.1.5.1 Emergency Procedures regarding DG

9.1.5.2 Emergency Response Drills

A

On Ground

Inform Cabin Crew / Ground Staff

Seek support from ground personnel / advise IOC

Disembark passengers and crew BEFORE opening any cargo doors

Fill out ASR / inform relevant Airport Manager

In-flight

Follow the appropriate aircraft emergency procedures for fire or smoke removal

No Smoking Sign on

Consider landing as soon as possible

Consider turning off non-essential electrical power

Determine source of smoke / fumes / fire

For DG incidents in the passenger cabin, see cabin crew checklist and coordinate cockpit / cabin crew actions

Determine emergency response drill code

Use guidance from aircraft emergency response drills chart to help deal with incident

Notify ATC of the UN number, classification group and location of the dangerous goods being carried, or provide a telephone number (+852 2747 8811) where this information can be obtained

After Landing

Inform ground personnel / emergency services of nature of dangerous goods and where stowed

Disembark passengers and crew BEFORE opening any cargo doors

Make appropriate entry in the AML (Aircraft Maintenance Log)

Fill out ASR / Inform authorities

9.2.1 Munitions of War

A

AN(HK)O stipulates HK registered aircraft shall NOT carry any Munitions of War without written permission of the HKSAR Government.

Accidents and incidents arising from carriage of weapons and munitions of war are reportable under the Mandatory Occurrence Reporting Scheme.

Commander / PIC shall be informed of the details of any munitions of war approved to be carried before a flight begins.

9.2.2 Sporting Weapons, Ammunition and Restricted Articles

A

May be carried without a HKSAR permission provided they are unloaded, are carried as passenger baggage or as cargo, and are stowed in a part of the aircraft that is inaccessible to passengers.

Unloaded Sport guns and / or firearms belonging to bodyguards or security personnel assigned to protect Heads of States and other VIPs may be carried as checked baggage or security items.

Ammunition for use in the above mentioned items (DG Division 1.4), may be carried as checked baggage or security items provided they are securely boxed in quantities and NOT exceeding 5 kg gross weight per passenger. Allowances for more than 1 passenger may NOT be combined into 1 or more packages.

NOT permitted as carry-on baggage or on one’s person.

Ammunition with explosive or incendiary projectiles is NOT permitted for carriage.

Flight crew or cabin crew shall NOT accept Custody of any weapon or restricted article.

Weapons and restricted articles shall NOT be returned to their Owner(s) until after disembarkation AND after approval has been received from the Local Authorities.

Weapons and restricted articles shall NOT be left in the Flight Deck for safe keeping under ANY circumstances.

Commander / PIC or an Airline Representative (e.g. ASM or MOD) may be required to sign a document confirming the carriage of the weapon(s) out of the country.

The document does NOT constitute a receipt and it is NOT the Commander / PIC’s responsibility to ensure that the Weapon is returned to the passenger at the destination.

Where local regulations require the Commander / PIC to sight the weapon(s), the weapon(s) shall NOT be carried through the Cabin with passengers on board.

Should be placed in appropriate Security Cartons, tagged, sealed and stowed in a position which shall normally be inaccessible in flight, typically be the Forward Cargo Compartment, under Ground Services Staff’s responsibility.

Firearms and ammunition shall be stowed in the Sort Container and onward destinations advised by Telex.

All electrical or electronic equipment carried in the Baggage Holds shall have their power source disconnected before accepted.
