4.1.2.1 / 5.2.3.6 Legstretch Pilot
Designated Commander or co-pilot may leave the Flight Deck for relaxation purposes and be replaced by the Legstretch PIlot for maximum period of 30 minutes. When a Legstretch PIlot (except a Training Captain) is not occupying their normal seat in cruise and is therefore restricted to PM duties, then the PF should not leave the flight deck for ANY reason.
If the Commander is absent from the Flight Deck he must be notified immediately of any system malfunction OR significant weather deterioration either en-route, at destination or alternate airports.
Comfortable reclining seat required by the Approved Flight Time Limitations Scheme shall be of a minimum Business Class Standard (where the aircraft configuration permits).
5.2.3.6 Minimum Qualification of a Legstretch Pilot:
First Officer
Have Completed 1 Recurrent Proficiency Check, since joining the Company
5.2.3.5 Relief Qualified Pilot
When the Commander is NOT at the controls, the nominated Pilot in Charge (PIC) may ONLY leave the flight deck for physiological reasons. The remaining pilot will assume both PF and PM duties.
5.2.3.5 Minimum Qualification of a Relief Qualified Pilot:
First Officer
Valid HK ATPL Holder
Have completed 20 sectors on type post Final Line Check
Have completed 200 hours on Company Aircraft
Have completed 2 Recurrent Proficiency Checks, since joining the Company
Be qualified in the seat requiring relief
4.1.2.2 Controlled Rest (CR)
Sleep that occurs on the flight deck in a CONTROLLED manner (If in a UNINTENDED manner: Subtle Incapacitation)
Relieving excessive tiredness in flight
Does not absolve the crew member of their responsibility to be sufficiently rested before a flight
Exceptional Strategy to be used only when ALL other countermeasures have failed to prevent excessive tiredness, which if not addressed may result in performance degradation
NOT a routine strategy to be employed whenever crew feel A BIT tired
Addressing both unexpected short term fatigue and to reduce the risk of fatigue during higher workload periods later in the flight
NOT intended to be planned prior to departure
NOT part of a planned fatigue prevention schedule
Maximum actual sleep time is 40 min
Longer times are NOT permitted
Commander may terminate CR at any time
During CR the non-resting pilot CANNOT leave his/her seat for ANY reason, including physiological breaks
On completion of CR period a formal hand over of duties must be completed
NAV is the preferred FMS Lateral Mode, FMS Manipulation MUST be kept to a minimum
Autopilot and Autothrust MUST both be AVAILABLE and ENGAGED
Altitude Changes are NOT permitted unless required by ATC: Read back the Cleared Altitude, Set the cleared Altitude in FCU, Request ATC to repeat the cleared Altitude, Confirm the Altitude is set on the FCU, then ACTION the altitude change
Fuel Balancing must NOT be undertaken
Non-resting pilot wear a headset with cockpit speaker volume turned down
Non-resting pilot is NOT permitted with personal comfort items other than those fitted to aircraft systems, such as foot heater controls
Resting pilot shall wear a seat belt and move the seat aft to such a position that interference with the controls is minimized. May use eye masks, earplugs, neck supports and blankets.
Abnormal / Emergency Conditions: Non-resting pilot shall wake the resting pilot. Upon waking, resting pilot is restricted to PM duties until the initial actions appropriate to the abnormal / emergency procedure have been completed.
Procedure: Inform FA1, Cockpit access is restricted, drink and meals should not be requested nor brought unsolicited, Non-resting pilot shall call cabin crew via interphone NOT exceeding 25 min intervals, if non-resting pilot fails to make this call, cabin crew MUST be briefed to call the flight deck via the interphone, Cabin Crew MUST call the flight deck via interphone after an agreed interval NOT exceeding 45 min.
Minimum Flight time permit CR: 2.5 hr.
No CR shall be used where the jump seat is occupied by persons who are NOT a member of the operating crew.
Shall NOT commence until after TOC and MUST terminate 20 min before the planned TOD.
CR period: 5 min Preparation + Max 40 min Rest + 15 min Recovery (Devoid flight duties or briefings)
PREPARATION TIME and REST TIME MAY be shortened if operationally required. Reduction in RECOVERY TIME is NOT permitted in normal operations.
In exceptional circumstances, more than 1 period of CR is permitted per pilot.
Consecutive periods of CR for any individual pilots are NOT permitted.
If cabin crew are NOT part of the operating crew, an alarm device shall be used as a backup to provide a wakeup call at an interval NOT exceeding 45 min from the start of the CR sequence.
Crews are encouraged to submit a Cockpit Crew Fatigue Report (CFR). Corporate Safety Confidential Report (SCR) can be used to report the use of CR.
4.1.2.3 New Captains
Completed fewer than 40 Sectors after being released to the line.
Must NOT operate with a newly joined FO or SO, defined as completed fewer than 40 sectors after successful completion of Line Check at the end of Initial Line Training.
First 6 months: NOT to be rostered to operate into ANY CAT C Airport.
4.1.2.4 Crew Line Check
Training Captain will occupy the center supernumerary seat in crew line check. He may, at the commencement of any sector, assume command by occupying the left hand seat.
4.1.2.5 Line Training of Co-Pilots
A qualified co-pilot will occupy the center jump seat unless called upon by the training Captain to occupy the right hand seat and operate as CM2.
4.1.2.6 Supernumerary Flight Crew
For takeoff and landing and during flight in turbulence the should harness AND lap belt is to be worn.
4.1.3.1 Minimum Number of Cabin Crew
A320/1: 4
A330: 8
Nil Passengers: 0
ANO defines passenger as a person other than a member of the crew.
4.1.3.2 Operations WITHOUT Cabin Crew
PM will be responsible for:
Security Check of the Cabin
Checking and signing for the catering
Ensure the galley is secure with all electrical equipment switched off before takeoff and landing
Arming Doors L1 and R1 after all doors have been closed
Disarm all doors PRIOR to the beacon light being selected off
4.1.3.3 Operations WITH Positioning Cabin Crew (on Ferry / Positioning Flights)
Positioning Cabin Crew are responsible for their own safety and adhere to the seat belt signs or instructions from the cockpit during flight.
Positioning Cabin Crew will occupy any seat between Door 1 and Door 2 on the A321/330 between Door 1 and the Overwing Exits on the A320, unless Aircraft trim requires alternative seating.
Cabin Crew WITHIN FDP: One Cabin Crew will be nominated by Crew Control as the Operating Crew and the remaining crew will be free of duty. The operating crew is responsible for:
Security Check of the Cabin
Arming and Disarming of Doors L1 and R1
Securing the Cabin and Galleys
Look after the catering needs of both the Cockpit and Positioning Cabin Crew
Maintain normal cockpit communications.
Cabin Crew EXCEEDED FDP: Cabin Crew will position and free of duty, but are responsible for their own catering needs and MUST secure any galley or compartment that they disturb during the flight. PM will be responsible for:
Security Check of the Cabin
Checking and signing for the catering and ensure that the galley is secure with all electrical equipment switched off before takeoff and landing
Arming of Doors L1 & R1 after all doors have been closed and to disarm all doors PRIOR to the beacon light being selected off
Normal Cockpit to Cabin communications with regard to seat belt signs and PAs to be seated for takeoff and landing. Cabin Ready Function will NOT be actioned by the Positioning Crew.
4.2.2.2 Captains Flying Together
No Captain shall operate as CM2 unless he has completed a Proficiency Check and Line Check in the right hand seat.
A Captain, other than a Training Captain, may not operate as CM2 unless he has been specifically authorized.
When 2 Captains fly together the Commander will be designated as the pilot occupying the left hand seat, unless he no longer meets the recency requirements, in which case the pilot in the right hand seat will be designated as Commander.
Only a Training Captain may act as Commander in the right hand seat.
4.3 Incapacitation of Commander
Pilot assuming command is to operate from his / her normal control seat IF POSSIBLE.
He / She will exercise judgement in deciding whether to return, continue to the destination or to land at an intermediate airfield with medical facilities.
Should aircraft docking be required, this may only be accomplished by a pilot seated in his / her normal operating seat either using a guidance system calibrated for that seat or a marshaller. Failing this, the aircraft is to be towed onto the bay.
After landing, Notify Operations giving details of the Commander’s disability and will await further instruction.
Raise a Mandatory Occurrence Report (MOR).
Flight is NOT to proceed unless directly authorized by DRAGONAIR.
