Cannot conduct external load ops without a certificate or in violation of the terms of the certificate.

Application for certificate requirements 133.19 (Aircraft)
1) Must have an aircraft certificated by part 27, part 29, or 21.25 (restricted).
2) Aircraft complies with the airworthiness requirements in sub part D.
3) Valid airworthiness cert (STD, RSTD)
4) Must be in sole possession and control of the aircraft for six months.
Certification requirements 133.21 (Personnel)
1) One pilot with commercial or ATP and rating for the aircraft.
2) At least one Chief Pilot
3) Changes to these persons must be immediately reported and a new Chief Pilot designated within 30 days.
Certification requirements 133.23 (Knowledge & Skill)
Knowledge test
1) steps before starting operation, including survey of flight area.
2) loading, rigging, and attaching the external load.
3) Performance capabilities of the aircraft.
4) Instructions of flight and ground crew members.
5) RLCFM
Skills test
1) Takeoffs and landings
2) directional control in hover
3) acceleration from hover
4) flight at operational airspeeds
5) approaches to landing or area
6) maneuvering load to release
7) winch demo (if installed)
Availability of the certificate 133.27
1) Facsimile copy must be carried in the aircraft.
2) Certificate and list of authorized aircraft must be kept at base of operations.
Operating rules 133.31 (emergency operations)
1) may deviate from the rules of this part to meet that emergency.
2) written report within 10 days
Operating rules 133.33
1) must have and comply with the RLCFM.
2) compliant aircraft 133.19
3) aircraft listed on the certificate.
4) loads which differ substantially must be flight tested.

How long before an operation does a Congested Area Plan need to be submitted?

Carriage of persons 133.35
Cannot carry anyone other than:
1) Flight crew member
2) flight crew trainee
3) performs an essential function in connection with the operation.
4) necessary to accomplish the work directly associated.
Crew member training requirements 133.37
Knowledge and skills test and issued a statement of competency.
Class D crew member training requirements 133.37
Completed initial or recurrent training within 12 calendar months, OR
performed a hoist in an aircraft of the same type within the past 12 months.
Operating Limitations 133.45
1) Must remain within established Center of Gravity limitations.
2) Load weight cannot exceed weight used to show compliance.
3) Airspeeds no greater than established during certification.
4) Restricted category cannot operate over a congested area, airway, or near a passenger airport.
Operating Limitations 133.45(e) Class D
1) must operate transport Cat-A and have hover capability OEI at operational weight and altitude.
2) Must be equipped with intercom between required crew members.
3) Approved personnel lifting devices.
4) Emergency release must have two actions. (Break away wire, lift guard, press button)
