A
Overarching political power or economics:
- shape how power is distributed in society
- determines to what extent government supports people
- determines who gets support
Eg. Lack of opportunities in villages (economic)

- Often the manifestation of root causes
Eg. Large amount of urbanisation due to RUM due to lack of economic opportunities in rural areas
