- If confirmed involved in fire an exclusion zone must be set up and everyone MUST withdraw.

What are the the considerations when attending incidents involving Explosive substances?
- Save lives.
- Consider possibility of secondary devices.
- Move away from secondary hazards (glass, electricity, gas).
- Evacuation of everybody in the hazard zone.
- If explosives are involved in fire the application of water will not extinguish.

What are the the considerations when attending incidents involving Improvised Explosive devices?
- Do not touch.
- Do not tread on anything.
- Implement defensive tactics if no life risk.
- Retrace your route from the scene.
- Preserve the scene.
- Establish cordons to secure the site.
- Inform the Police and Explosive Ordnance Disposal Service.

Multi Agency Interoperability
It is imperative that OIC’s:-
- Share information and intelligence.
- Share situational awareness and plans.
- Have a clear understanding of priorities and tactics.
- Convene when necessary for incidents briefings and updates.
- Identified hazards should be communicated to all emergency responders.
When attending incidents involving explosives use the following radio procedure:-
- Use Sierra 19 only
- No handheld radio equipment or mobile phones with 10m
- No vehicle mounted radio (main scheme) within 50m
Information required by Fire Control
- Exact location.
- Safety precautions taken.
- Any other relevant information.
If explosives are not involved in fire:-
- Fire fighting with caution.
- Hit the fire hard and fast.
- Be read to withdraw at speed if the fire spreads.
- Do not touch or move.
- Consider access/egress and evacuation.
Division 1 explosives - Major Hazard
Identified with diamond symbol with division numbers 1.1 - 1.6
The primary consideration must be to evacuate members of the public to at least 600m.

- is this a CBRN(e) incident?
- is this a terrorist incident?
- leave explosives well alone.
- Evacuate.
- Prevent public access.
- Use fixed jets or monitors.
- Fire Resources required?
- Type and quantity of explosives involved?
