This is a two level steel and truss constructed bridge that spans Route I-95 over the Schuylkill river. The bridge is 5200 feet long and at its highest point, the LOWEST TIER IS 168 FEET ABOVE THE SCHUYLKILL RIVER. THE UPPER
TIER IS 30 FEET ABOVE THE LOWER BRIDGE.

The lower level or tier carries I-95 NORTHBOUND traffic and the upper level carries
traffic for I-95 SOUTHBOUND.

What are the response assignments for a major fire or emergency on the Northbound section of the Girard Point bridge?

A

A full box assignment GIRARD POINT BRIDGE.

1st due engine to respond to incident.
2nd due engine to flush hydrant on Hog Island Road I.F.O. Police Auto Pound. Then to await orders from units on the scene. At this point the I-95 overpass is
approximately l/5th mile north of Hog Island Road and 50 feet overhead.
3rd due engine to stand-by at the Broad Street entrance to the Southbound lane of I-95. This lane leads to the upper level of the Girard Point Bridge.
4th due engine to stand-by on Broad Street at the Northbound Exit ramp of I-95.

1st due Ladder to proceed to scene and assume the responsibility of the SAFETY COMPANY. The officer will be the Safety Officer. The Company will NOT
become involved in fire suppression or emergency extrication until traffic is controlled, diverted or blocked.
2nd due ladder to proceed along Hog Island Road to the I-95 Northbound overpass. At this point I-95 is approximately 50 feet above Hog Island Road. Company will provide manpower to assist in lowering hose line(s) from I-95 Northbound.
2nd due Battalion Chief - primary responsibility will be supplementing the initial water supply.
Marine Unit will be manned and standby at Pier #1, Girard Point.

What are the planning considerations for the Girard Point bridge?

A
  1. This bridge has no standpipe or sprinkler. Water may be provided by hand lines.
  2. This bridge has no zones or identification markers.
  3. Salt for freezing or sand for product containment may be required.
  4. The Coast Guard can order a clean-up company to respond with boom collars. This equipment may be needed to contain any river water that is contaminated.
  5. Sewer system for the bridge and its approaches dumps run off into the river or directly into the soil. Contaminated run off could pose an environmental problem. Each sewer intake is an independent system.
  6. Helicopters are available upon request via F.C.C. or ES-4 when there are serious injuries and severe traffic congestion.
  7. The Delaware River Port Authority has a 1,800 gallon water tanker stationed at the Walt Whitman Bridge. This tanker also has 50 gallons of 3% foam concentrate on board. Request can be made through the Port Authority Police at 467-8000.

What are the logistical considerations for the Girard Point bridge?

  1. Staging area(s) should be readily accessible and arranged so that resources can be easily dispersed. Broad Street or Hog Island Road are recommended sites.
  2. The Coast Guard should be used to monitor run-off and spillage into the Schuylkill River. It is likely that product from a spill or leak will drip into the river.
  3. Nearest Hydrants:
    NORTHBOUND APPROACH - Hog Island Road by the Police Auto Pound or the Sludge Treatment Plant.
    SOUTHBOUND APPROACH - On Broad Street there are no hydrants in F.D.R. Park.

What are the operational considerations for the Girard Point bridge?

A
  1. There are no hydrants in close proximity to this bridge. Long stretches must be anticipated. It is advisable to utilize 5 inch hose line whenever practical.

PLAN 1 - Shuttle water via pumpers to the emergency scene to supplement the water supply. Keep in mind that street flushers can be secured via FCC.
Also Engine 78 and the major refineries are in close proximity if additional foam is needed. The Navy Yard has AFFF foam.

PLAN 2 - Stretch large diameter hose line from the hydrant on Broad Street at the southbound entrance to I-95. Stretch the hose line south on Broad Street
approximately 1/10 mile to Park Road which will run under the Girard Point Bridge Approach. At a point near the incident, the hose line can be lifted up approximately 30’ onto the Girard Point Approach. Also a hose
line could be lowered into the Navy Yard and the Navy Yard’s Fire Department will pressurize it. If the incident occurs between 26th Street and the bridge’s midspan, utilize the Navy Yard’s Fire Department.

PLAN 3 - Stretch a 3” water line from Hog Island Road onto I-95. Depending on the location of the incident, it may be necessary to relay water a great distance. A serious incident could require from 1 to 6 pumpers.

PLAN 4 - Use a marine unit to pump water from the Schuylkill River. This water can be contaminated and must be constantly monitored for mud or runoff. The marine unit can tie up at Pier #l Girard Point or at the Lift Bridge in the Navy Yard while the Coast Guard can survey for spillage.

  1. The bridge is constructed of steel truss and indicators of collapse must be continually monitored. It is possible that the integrity of the upper tier (southbound lanes) could be jeopardized if subjected to intense heat for a long duration. In case of a severe or smokey fire close the entire bridge.
