What units make up a river observation team?

Other than marine unit who else will FCC notify in the event of a river emergency?
Philadelphia Police Marine Unit (PPMU) and U.S. Coast Guard (USCG)
How will the IC interact with the PPMU & USCG?
Marine Unit will act as a liaison.
Where does Rescue 1 respond to at a river emergency?
The location of the 1st Battalion Chief.
