new right perspective- Chubb and Moe Flashcards
they argue state-run education in the us has failed because?
1) it has not created equal opportunity + has failed the needs of disadvantaged groups
2)it is inefficient because it fails to produce pupils with skills needed by the economy
3)private schools deliver higher quality education because unlike state schools they are answerable to paying consumers-the parents
what do they focus on?
consumer choice
research
Chubb and Moe nase their arguments on a comparison of achievement of
60,000. pupils form low income families in 1,015 state and private high schools
what did they find in the evidence?
pupils form low-income families consistently do about 5% better in private than in state schools
consumer choice- a solution
to introduce a market into state education
Chubb and moe propose a system in which each family given voucher to spend on buying education from a school of their choice= mean school more responsive to paretnts’ wishes since voucers would be the school’s main source of income
although new right in favour of marketisation of education, they still believe there are two important reasons for the state’s involvement.
What are they?
-impose framework
-transmission of shared culture
impose framework
-state imposes a framework on schools which creates competition e.g Ofsted, league tables and exam results
=state gives info to parents to make informed choices
transmission of shared culture
-state ensures schools transmita shared culture e.g imposing a national curriculum
= state ensures schools socialise pupils into a single cultural heritage
what perspective is new right
a conservative political view that incorporates neoliberal economic ideas
the central principle of new right thinking
belief that the state cannot meet people’s needs and that people are best left to meet their own needs through the free market
similarities of new right and Functionalism
-both believe some people are naturally more talented than others
-favour an education ran on meritocratic principles of open competition and of open competition + that serves needs of the economy by preparing young people for work
-both believe education should socialise pupils in shared values such as competition and instill a sense of national identity
differences of new right and functionalism
-new right do not believe that the current education system achieves these goals
-it is being run by the state=schools not accountable for their consumer
