In a liberal democracy, all citizens are consistently and equally subjected to the law, and need to respect and protect human rights, especially those essential to democracy such as freedom of speech, association, freedom from arbitrary arrest
The laws do come down on minorities differently - police saturate specific neighborhoods or under policing, abandoning entire areas to criminal
