What is GEA?
Gross External Area
Entire floor area, excluding exterior balconies
What is GIA?
Gross Internal Area
Entire floor area excluding exterior balconies and external walls.
What is NIA?
Net internal area.
Internal floor area of demised parts only.
Excludes exterior walls and communal areas.
What is IPMS 1? When might it be used?
Formerly GEA (although that didn’t include balconies).
Basically entire floor area, inc, external walls and balconies.
What is IPMS 2? When might it be used?
Formerly GIA (that didn’t include balconies)
Internal floor area minus external walls. and “50% window height” rule
What is IPMS 3 a? When might it be used?
Similar to GEA
Same as IPMS 1 but minus service risers/voids, and common areas
Used for:
Service charges
Taxation
Valuation
What is IPMS 3 b? When might it be used?
Similar to GIA
Same as IPMS 2 but minus service risers/voids, and common areas
Used for:
Service charges
Taxation
Valuation
What is IPMS 3 c? When might it be used?
“Effective Floor Area”
Same as IPMS 3B but minus permanent internal walls, inc. studs
Used for:
Council tax banding
Valuation, new developments
What RICS guidance is there regarding measuring?
Guidance note – RICS Code of Measuring Practice, 6th ed. May 2015. Defines GIA, NIA, etc.
For all building classes EXCEPT resi and commercial (us IPMS)
Professional statement – RICS Property Measurement, 2nd ed. Jan 2018. Brought in IPMS resi and commercial
What is SMM7?
Standard Method of Measurement, 7th edition.
Uniform basis for measuring buildings, with detailed info, classification tables, and rules.
First created by RICS in 1922 (!), now obsolete.
What is NRM?
New Rules of Measurement. Standard set of measurement rules that anyone in construction can use. Increases consistency, minimises disputes.
- NRM 1: Cost estimating and planning for capital building works (new building stuff basically)
- NRM 2: Detailed measurement for building works (replaced SMM7)
- NRM 3: Cost estimating and planning for building maintenance works
What is the “IDF”?
Internal Dominant Face – wall surface where floor meets wall, minus skirting, joinery
Why did you use IPMS 3B at La Gare?
RICS Professional Statement states to use IPMS 3A or 3B for calculating resi service charges.
IPMS 3A equates somewhat to Gross External Area
IPMS 3B equates somewhat to Gross Internal Area.
Old areas/service charges confirmed to have been calculated using GIA.
How large of a discrepancy did you accept (between your measurements and plans) at La Gare? [1mm / 10mm / 100mm / 1,000mm?]
Anything less than 50mm.
Thought reasonable, anything less would result in too much time spent for no real difference in quantity, anything more could have resulted in material area difference.
