MCI Level 1: 5 - 10 victims MCI Level 2: 11 - 20 victims MCI Level 3: 21 - 100 victims MCI Level 4: 101 - 1000 victims MCI Level 5: Over 1000 victims or when regional resources are exhausted or overwhelmed

Operational Personnel
A
Medical Branch Officer: Oversees medical operation (Triage, Tx, and Transport) at the scene
Triage Officer: Directs Triage of all victims
Tx Officer: Ensure sufficient personnel available to move victims to treatment area; coordinates re-triage of all victims; coordinates on-site medical care

START Triage
A
Respirations
- 30 BPM or less, move to Perfusion
- 31 BPM or more, tag Red
- If victim is not breathing, open airway; if breathing is spontaneous: tag Red; Absent; tag Black
Perfusion:
- Radial pulse present or capillary refill 2 sec or less, move on to Mental Status
- Radial pulse absent or capillary refill greater than 2 sec, tag Red
- Control any major bleeding at this time
Metal Status:
- Assess pt’s ability to follow commands and get orientation x4
- Victim follows commands, A&O x4, tag Yellow
- Victim exhibits signs of altered mental status, tag Red
