Requirements for discharging oil overboard

A
  • Ship must be enroute
  • Processed through an approved oil filtering system
  • Content of the effluent does not exceed 15 parts per million

In special areas:
- Ship must be enroute
- Processed through an approved oil filtering system which has arrangements for an automatic stop if the effluent exceeds 15 parts per million
- Discharge in Antarctic is strictly prohibited

Bunkering checklist

A
  • Risk assessment carried out
  • Procedures in the SMS are followed
  • Local and international regualtions are complied with
  • Scupper plugs are fitted
  • Bunkering hoses in good condition, correctly connected and drip trays in place
  • Valves correctly set
  • Communication procedures agreed upon
  • Maximum pumping rate agreed
  • Responsible person from both parties identified
  • Correct signage displayed (no smoking), Bravo flag up

Contents of the SOPEP plan

A

General information about ship
- General arrangement
- Location and size of tanks
- Drawings of pipelines
- Location of valves
- Inventory and location of SOPEP equipment

Reporting requirements:
- When to report: all probable and actual spills
- How to report: By quickest means to coast radio station, ship reporting scheme, RCC etc
- Who to report: nearest coastal state, owner, P&I Insurer, MAIB, Flag, Class, DPA
- What to report: initial report, follow ups, type of spill, weather, slick movement etc

Actions to control discharge:
- Action plan for SOPEP team including a list of duties for each member
- Navigation measures: course/speed, list/trim, anchoring, setting aground, weather/swell/tide forecasting
- Seamanship measures: risk assessment, damage stability, ship to ship transfers, fire fighting etc
- Record keeping

  • Must be comminuted and disinfected using a system approved by the administration
  • At a distance >3nm from land
  • If not comminuted and disinfected, >12nm from land
  • Holding tanks discharged at a moderate at a speed >4 knots

Bilge alarm goes off, what are your actions?

A
  • Determine where the water is coming from. If small leak and has oil:
  • Run the oily water separator, discharging freshwater over the side, oil to sludge tank
  • Raise a non conformity
  • Inform DPA, Flag, Class and Port state
  • Return to shore to have repaired

If large leak:
- Seek permission from shore
- Record in ORB and OLB

Oil Record Book

A
  • Oil tankers >150GT and all ships >400GT
  • Failure to carry or incorrect entries can lead to fines/imprisonment

Shall be completed and signed by master after the following operations take place:
- Ballasting or cleaning of oil fuel tanks
- Discharge of dirty ballast or cleaning water from oil fuel tanks (D)
- Collection and disposal of oil residues (sludge and other oil residues) (C)
- Discharge overboard or disposal otherwise of bilge water which has accumulated in machinery spaces
- Bunkering of fuel or bulk lubricating oil (H)
- Any failure of the oil filtering equipment (in OLB also)
- Accidental discharge of oil
