The more popular a school is, the more funding they get, the better facilities and teachers they can get and therefore attract more students (typically selective - m/c students)

Cream-skimming - schools wanting to attract m/c pupils and girls to increase their ranking on league tables
Silt-shifting - schools being reluctant to accept w/c students and boys in fear that their ranking on league tables will become lower

Ball - fragmentation - comprehensive schooling system being replaced by diverse curriculums and private companies owning schools
Centralisation - government directly giving money to schools rather than local authorities
