limitations of stolypins reforms 4 (quite in depth)
- changes in land tenture (use, occupancy) was a lengthy process. taking land from the commune and making sure each family gained land equivalent was difficult causing many legal battles. by 1913 only 1.3/5 million applicants were dealt with
- by 1914 only 10% on land had been transferred from commune to private. rest in strips controlled by mirs as they were reluctant to give up tradition - those who left were ‘stolypin separators’
- no redistribution of nobles land, still owned 50% in 1914 so land hunger remained
- land did transfer from the poorer peasants to more enterprising by only 1% probably became kulaks
