What is your understanding or Rule 19?
Restricted Visibility
Applies to vessels not insight of one another in/near restricted vis.
Safe Speed, PDV have engines ready for immediate manoeuvre.
Have Due regard for Section 1 Rules: 5Look Out 6Safe Speed 7Risk of Collision 8Action to Avoid
Detect another vessel by radar alone - determine, ROC, take early action (cse/speed):
- Avoid A/C Port for Vessel Fwd of beam (other than a vessel being overtaken)
- Avoid A/C towards a vessel abeam or abaft the beam
Unless determined ROC does not exist, hear a fog signal fwd of the beam, or cannot avoid Close Quarters situation forward of beam
- Reduce speed to minimum steerage, take all way off if necessary.
- Navigate with extreme caution until danger of collision over.
Sound Signal for PDV Making way in Restricted Visibility?
One Prolonged Blast at Intervals of not more than 2 Minutes
Sound Signals for a Vessel underway but not making way in restricted visibility?
Two Prolonged Blasts (MIKE) at intervals of not more than 2 minutes. A 2 second gap between them.
What Action / Precautions do you take in Restricted Visibility?
Nav Lights Sound Signals Master on bridge (expect to be informed) -Increase manning Inform ER -Engines ready for immediate man -Steering pumps ready Reduce Speed -Should be able to stop within the distance of visibility -Allows more time to assess ROC and detect other vessels Post Lookouts -Sight Hearing (open bridge doors) Radar AIS Echo Sounder VHF Hand Steering Check V/L Position Ensure W/T Doors are secure.
What do you understand by no to impede?
Navigate in way such that it will not lead to a risk of collision or close quarters situation. Will not cause other vessel to take avoiding action as per Collision Regulations.
Which Vessels Can you tell if they are making way or stopped when they are underway?
NUC, RAM, Vessel engaged in fishing or trawling
What Vessels can you not tell whether they are making way or stopped when they are underway?
Powerdriven Vessels (Towing, CBD, Pilot) Sailing Vessels
Which vessels can you not tell the length of?
NUC, Vessel engaged in fishing (other than trawling), Sailing.
Explain Meaning of Rule 2:
First and foremeost, whatever you do, don’t have a Collision or an Allision.
If you do you will be at least part responsible.
Master is liable for the consequences of not complying with the rules
Master is liable for not following good seamanship
Master is liable for not taking into account special circumstances.
- There are many special circumstances
- Must also take into account limitations of vessels.
We are not exonerated from liability if we follow the rules and have a collision.
A vessel may depart from the rules to avoid immediate danger; we should also be aware that other vessels may make departure from the rules.
