What are the requirements of the Oil Record Book?
Carried by All vessels >400gt & Tankers >150gt
Part 1: For Machinery Spaces
Part 2: Cargo Operations (Tankers only)
Part 1:
Completed on each occasion on tank by tank basis for following operations:
- Ballasting or Cleaning of Fuel Tanks
- Discharge of Dirty Ballast or cleaning water
- Collection / Disposal of Sludge (oil residues)
- Discharge overboard of bilge water from machinery spaces
- Bunkering of F.O and L.O
Accidental Discharges
Oil Filtering / OWS equipment failure
Part 2:
- Loading / Discharging cargo
- Cleaning cargo tanks as well as Crude Oil Washing
- Ballasting of Cargo Tanks
- Discharge of Dirty Ballast
What are Special Areas and what are the rules in them?
Special Areas: Sea areas where because of oceanographical and ecological reasons, there are special mandatory requirements in applying MARPOL. Each annex stipulates the requirements for special ares;
Generally no discharges allowed.
Annex 1:
Oil from Machinery Spaces - Antarctic prohbited, other special ares =same requirements as all areas
Oil from Cargo Tankers - Prohitbited
Annex 2: Antarctica only
Discharge of Cargo Residues and Deballasting of Cargo tanks prohibited.
Annex 4:
Discharge of Sewage in Baltic Sea only through Approved Treatment Plant.
What are requirements for discharging oil from machinery spaces?
- Vessel is enroute.
- It passes through an OWS and Oil Monitoring system and is less than <15ppm.
- Oil does not originate from cargo pump rooms or is not mixed with cargo residue.
The same for special areas; except prohibited in Antarctica and prohibited in port limits.
Requirements for discharge of oil cargo residues?
- Vessel proceeding enroute
- Prohibited in special areas
- 1/30,0000th of cargo volume
- > 50NM from land
- less than 30l Per Nautical Mile D/C
Discharge Requirements for NLS in Bulk?
Cargo Tanks are prewashed in port before departure. Residues to be stripped to maximum extent (Max 75L for new vessels).
Then when refilled with water, that water may be discharged at sea given:
- 7 Knots (or 4 knots if being towed/not self propelled)
- Discharge below waterline
- > 12NM
- Depth >25m
Cat X must be prewashed to 0.1% Concentration.
