Kivivuor pointed out that people got more sensitive to violence. This may create a false sense of increased crime though rates are dropping.

Durkheim proposed that crime can expand and contract based on societal needs. What is deemed criminal is not fixed but fluid, adapting to a certain maybe even constant level of perceived crime.

Social theories such as risk society, culture of fear and high crime society point out a heightened sensitivity in developed nations. They are suggesting an expended conceptual understanding of what is deemed a crime.

We are increasingly preoccupied with identifying preventing and managing risk. This may also create new anticipated risks.
Risk Society is paradoxical, increased understanding leads to higher levels of safety and higher levels of anxiety and insecurity.

Using fear as a lens to interpret live. A heightened sense of vulnerability leads to a focus on the worst case. Making the world seem more dangerous than it actually is.

States have become accustomed to high levels of crime. Yet remain caused by it.
Heightened awareness leads to an increased amount of acts considered a chime.

An increased amount of police reporting does not relate to increased sensitivity. But can be used as a proxy variable. Comparing crime trends of heavy crimes to low crimes can indicate sensitivity. But this still has issues with confounding variables.
