Which EU Regulation covers ATCO Licencing?

What is the criteria for ATC Licensing?
Persons who wish to undertake air traffic controller training at a training organisation satisfying the requirements laid down in Annex III (Part ATCO.OR) should be;
educationally,
physically and
mentally sufficiently mature.
What criteria must be met first the issue of a student ATCO licence?
- be at least 18 years old;
- have successfully completed initial training at an ITO satisfying the requirements relevant to the rating, and if applicable, to the rating endorsement.
- hold a valid medical certificate;
- have demonstrated an adequate level of language proficiency (ICAO level 4)
How may a STUDENT ATCO exercise the privileges of their license?
Able to provide ATC services under;
- the supervision of an on-the-job-training instructor
(OJTI)
- and in accordance with the rating(s) and rating
endorsement(s) contained in their licence.
WHEN can a student ATCO exercise the privilege of their license?
The student air traffic controller licence shall contain
the language endorsement(s) and
- at least one rating
- and, if applicable, one rating endorsement.
Any issues with a Student ATCO License?
Use within ONE YEAR from date of issue
If a year has elapsed, you must do an APC
The holder of a student air traffic controller licence
who has not started exercising the privileges of that
licence within ONE YEAR from the date of its issue or has interrupted exercising those privileges for a period of more than one year may only start or continue unit training in that rating after an assessment of his/her previous competence and after satisfying any training requirements resulting from this assessment. (APC)
What is the criteria for the INITIAL issue of an ATCO license?
- hold a student air traffic controller licence;
- have completed a unit endorsement course
- assessments in accordance with the requirements set out in Part ATCO, Subpart D, Section 3;
- hold a valid medical certificate;
- adequate level of language proficiency
How is an ATCO Licence Validated?
validated by the inclusion of;
- one or more ratings and the relevant rating,
- unit endorsements
- language proficiency endorsements
The holder of an air traffic controller licence who has
not started exercising the privileges of any rating
within one year from the date of its issue may only
start unit training in that rating after an assessment of
his/her previous competence, and after satisfying any
training requirements resulting from this assessment.
What items MUST appear on an ATCO License?
- State of licence issue;
- title of licence;
- serial number of the licence;
- name of holder in full;
- date of birth;
- holder’s address, if required by the competent authority;
- nationality of holder;
- signature of holder;
- competent authority;
- certification of validity and authorisation for the privileges granted, including the dates when they were first issued;
- signature of officer issuing the licence and the
- date of such issue;
- seal or stamp of the competent authority.
- The licence shall be accompanied by a valid medical certificate.
What is a rating?
An indication of which type of SERVICE the Licence holder has been trained to deliver
What is ADV?
ADV - Aerodrome Control Visual Rating
- provide an air traffic control service to aerodrome traffic at an aerodrome that has NO PUBLISHED INSTRUMENT APPROACH OR DEPARTURE PROCEDURES
What is ADI?
ADI - Aerodrome Control Instrument Rating
- Provide an air traffic control service to aerodrome traffic at an aerodrome that HAS published instrument approach or departure procedures
and shall be accompanied by at least one of the rating endorsements described in ATCO.B.015(a);

APP - Approach Control Procedural
- Provide an air traffic control service to arriving, departing or transiting aircraft WITHOUT the use of surveillance equipment;

- Provide an air traffic control service to arriving, departing or transiting aircraft WITH the use of surveillance equipment;
What is ACP?

- Provide an air traffic control service to airways and enroute aircraft WITHOUT the use of surveillance equipment;

ACS – Area Control Surveillance
- Provide an air traffic control service to airways and enroute aircraft WITH the use of surveillance equipment;

What is a rating endorsements?
Associated with a particular rating, they indicate the
task/type of equipment used in the provision of an
ATC service.
Also used to indicate SPECIALIST SKILL areas within
particular rating disciplines.
