. After Warren hastings,corn Wallis was the another governor general who made reforms un the Indian judicial system .
. Was the first governor to introduce the principle of administration according to law

. During the governorship of Warren hastings the revenue and judicial departments were separately maintained .
. After the end of his governorship, a voice was raised to to merge both the functions in same authority.
. Court of directors directed corn Wallis in this matter .
. Taking court of directors order into consideration, Lord corn Wallis merged both the functions into one authority ,introducing Collector of district .
. He reorganisation the existing districts from 36 to 23.
. In each district , a collector was appointed who was the incharge of the district and responsible for collecting taxes and resolving revenue matters. He was also toa ct as a magistrate of the district. He was to decide cases in Mal adalat.
. The appeals from Mal adalat first goes to revenue court of Calcutta and governor in general.
. The collector was also to decide civil cases as a judge of muffussil diwani adalat .
