Assessment (what + level)
Measures progress towards mission accomplishment- provides:
In general, the level at which a specified operation, task, or action is planned and executed should be the level at which it is assessed
Three elements of combat assessment
BDA
Munitions effectiveness assessment
Re attack recommendations
BDA (what ×4 + when)
The estimate of target damage or effect which is based on physical damage assessment, change assessment, and functional damage assessment, as well as target system assessment
Is conducted post operations to evaluate the effects of the actions conducted on the target
Three BDAs
BDA 1: physical damage assessment/quantitative. Observed or interpreted. Initial
BDA2: amplifies the initial analysis. Functional/operational capability of a target to perform its intended mission
BDA 3: functional assessment of high level target system. CCMD or national level
MEA
Determining the effectiveness of munitions, weapons systems, and tactics.
Purpose of MEA
Compare the actual effectiveness of the task to the anticipated effectiveness calculated during phase 3
Purpose of Future Targeting and re attack recommendations
Determine the degree of success in achieving the objectives and to formulate any required follow up or indicate readiness to move on
Measure of effectiveness
Criterion used to assess changes in system behavior, capability, or operational environment that is tied to measuring the attainment of an end state, an OBJ, or the creation of an effect.

Is a criterion used to assess friendly actions that is tied to measuring task accomplishment…tactical tasks

- Can I PID the object I want to affect?
- Are there protected or collateral objects, civilians, or non combatant
- Can I mitigate damage to those collateral concerns by attacking the target with a different weapon
- If not, how many civilians and noncombatants do I think will be injured or killed
- Are the collateral effects of my attack excessive in relation to the expected military advantage gained
Mission planning and force execution at 3 levels
JFC s staff maintains awareness of ongoing operations
Component staffs conduct mission command and monitor execution
Tasked units perform detailed mission planning and conduct their assigned missions
