Joint Targeting I Flashcards
Definition of Joint Targeting?
the process of selecting and prioritizing targets and matching the appropriate response to them, taking account of operational requirements and capabilities
both joint- and component-level command function that:
- determines desired effects necessary to accomplish JFC objectives
- selects targets that achieve those effects
- selects or tasks the means to best engage those targets
Principles of joint targeting? (4)
Focused (achieving JFC’s objectives)
Effect-based
Interdisciplinary
Systematic
Framing joint targeting and planning? (2)
Joint targeting process supports planning…within the CDR’s objectives, guidance, and intent.
best method of accomplishing assigned tasks
Delineation of responsibility?
Each level of a joint force has certain authorities and responsibilities relative to joint targeting and planning.
Purpose of targeting? (WFF + link)
Its purpose is to integrate and synchronize fires (the use of available weapons systems to create specific lethal or non-lethal effects on TGT) into joint operations.
TGTing links desired effects to actions and tasks
Categories of TGT functions? FIVE-O
Facilities Individual Virtual Equipment Organization
6 Steps of JTC
1) End state and CDR’s OBJ
2) TGT Dev and prioritization
3) Capabilities Analysis
4) CDR’s Decision and Force Assignment
5) Mission Planning and Force Execution
6) Assessment
Step 1- End State and CDR’s Objectives
Drives TGTing Determines desired/undesired effects Sets TGTing priorities Specific Damage criteria Sets collection requirements Establishes restrictions
Step 2 - Target Development and Prioritization STDVVP
Entails systematic evaluation of potential target systems
Determines type and duration of action necessary to achieve CDR’s OBJ
Vetting and validation determines if a TGT remains a viable element of the system and whether it is a lawful TGT
Each CCMD determines its prioritization criteria in accordance with the mission and the CDR’s intent, guidance, and objectives.
3 Steps of TGT DEV and PRIO
- Target System Analysis (TSA)
- Entity-level target development
- Target List management
Four steps of Capabilities Analysis
- Target Vulnerability Assessment
- Capabilities Assignment
- Feasibility Assessment
- Effects estimate
Tactical Interpretation?
Target Engagement Authority (TEA): the authority to direct fires against approved targets. CDE level will dictate the appropriate TEA.
Positive Identification?
The reasonable certainty that a functionality and geospatially defined object of attack is a legitimate military target in accordance with the law of war and applicable ROE; also called PID
Commander’s Decision and Force Assignment
integrates previous phases of JTC and fuses capabilities analysis with available forces, sensors, and weapons systems
Ops primary -Assemble data on FF -assign forces To tgt and support mission -present tgting recommendations to JFC Issue tasking orders
Intel supporting
- consolidate tgt dev data
- match ISR to tgt
- maintain and predict enemy forces status
Provides vital link between planning and ops
Five steps in force assignment
- Consolidate Target Development and Capabilities Analysis results
- Assemble data on friendly force status, factoring in operational limitations and apportionment guidance
- Assign forces to specific targets and supporting missions
- Present joint targeting recommendations to the JFC for approval
- Issue Tasking orders to forces.
