The tactical action officer and the shipboard ATTWO coordinate on underway security matters (e.g., entering and leaving port and choke-point transit) and report directly to the CO. The ATTWO duties can be assigned to the officer of the deck (OOD) underway if an ATTWO is not in the watch organization.

Reaction Forces
In the event of an incident (e.g., a terrorist attack or indications of an imminent attack), reaction forces provide a quick, responsive capability to reinforce defensive efforts. Afloat reaction forces, formerly called the ship self-defense force, consist of armed personnel that are not on watch but are assigned to respond if called. Reaction forces are under the TACON of the ATTWO, who delegates their employment to the COG or an on-scene commander (OSC), if assigned.
Topside Sentry—Fixed
The topside sentry-fixed is a ship’s force member assigned to stationary positions within established fields or sectors of fire on ships in port. The topside sentry-fixed shall be armed IAW the arming matric and qualified to immediately operate a CSW in accordance with DISP/ISP and PPRs.
Topside Sentry—Rover
A ship’s force member who conducts surveillance of established sectors of fire.
Topside Sentry Posts
Comprised of topside sentry-rovers and topside sentry-fixed post sentries assigned to defend vessels against multidimensional threats. Topside sentry posts are positioned based on vessel length and effective fields of fire in an effort to provide overlapping fields of fire for seaward protection of the ship or ships. In Navy-controlled ports, fields of fire shall be established by the installation commander and delineated in the installation AT protection plan and/or DISP. In non-Navy-controlled ports, fields of fire shall be established by the afloat commander and delineated in the ISP
Quarterdeck Watch Team
Consists of personnel assigned to control ship access and unauthorized intrusion. The quarterdeck watch team is posted IAW directives (i.e., ISP, DISP, and/or AOR specific AT OPORD) and normally consists of an OOD and petty officer of the watch. Shipboard quarterdeck ECP arming requirements may be satisfied by arming a member (or members) of the quarterdeck watch team with a handgun or by a cover sentry post armed with a shotgun, or rifle, as well as a handgun.
Chief of the Guard
The shipboard COG varies by afloat
units based on manning and platforms. Afloat COG roles and responsibilities are similar to ashore COG. The shipboard COG and other security watch standers (e.g., security boats) report to the shipboard ATTWO or to the installation security chain of command as per the DISP/ISP.
Antiterrorism Tactical Watch Officer
Reports to the command duty officer (CDO) and tactically employs command assets to defend the unit against terrorist attacks when in port. The shipboard ATTWO coordinates integration of shipboard AT assets into installation security forces.
Officer of the Deck
The OOD in port reports to the shipboard ATTWO on security matters and is primarily responsible for the safety, security, and proper operation of the command. The ATTWO duties can be assigned to the OOD if an ATTWO is not in the watch organization. In addition, the petty officer of the watch and messenger of the watch assist the OOD in controlling access to the ship and detecting unauthorized intrusions.
