Navy Expeditionary Warfighting Development Center
Located in Virginia Beach, VA, NEXWDC prepares expeditionary warriors for a wide array of missions from MCO to DSCA. Navy Expeditionary Warfighting Development Center staff are fleet experts in staff planning, C2, and integrated expeditionary operations. The NEXWDC manages the lifecycle of expeditionary tactics, techniques, and procedures (TTPs), identify and eliminate gaps in expeditionary capabilities, and assess force effectiveness to fight and win America’s wars.
Expeditionary Combat Readiness Center

Navy Expeditionary Intelligence Command
Navy Expeditionary Intelligence Command, located in Virginia Beach, VA, is responsible for providing adaptive intelligence capability and capacity through the provision, support, and sustainment of a standing CS force of ready expeditionary intelligence (EI) and cryptologic professionals. This force is task-organized, manned, trained, and equipped to support NECC operating forces and respective theater numbered fleet commanders (NFCs)/NCCs/JFCs. Navy Expeditionary Intelligence Command provides tactical indications and warning (I&W), force protection intelligence (FP), and intelligence preparation of the operational environment (IPOE) enabling Navy and joint commanders to conduct missions across the full spectrum of operations.
Navy Expeditionary Logistics Support Group
Located in Williamsburg, VA, NAVELSG is responsible for providing CSS logistics capabilities within the maritime domain, by deploying a highly-effective expeditionary logistics force that can effectively coordinate movement control functions at distribution nodes to enhance throughput at aerial ports of embarkation/debarkation (APOEs/APODs) and seaports of embarkation/ debarkation (SPOEs/SPODs). The value of NAVELSG is in the wide range of logistics capabilities and the specialized skill sets that it provides to NCCs and CCDRs.
Coastal Riverine Force
Coastal riverine force (CRF) is responsible for deploying security capabilities that are responsive to the service or joint commanders tasking and flexible to adapt to emerging security mission requirements. The CRF is comprised of two CRGs; CRG-1 in San Diego, CA, and CRG-2 in Virginia Beach, VA.
Expeditionary Combat Camera
Expeditionary Combat Camera (ECC), is one of two Navy combat camera (COMCAM) units which consist of trained teams prepared to respond to rapid deployment tasking(s) and provide fleet and CCDRs with specialized imaging capabilities in support of humanitarian, SOF, intelligence, reconnaissance, engineering, legal, public affairs, and other operations involving military services. They are equipped with specialized imaging capabilities such as low-light acquisition and underwater imaging for the attainment of naval and national objectives. This includes providing specialized imaging acquisition and transmission capabilities to document force deployments and activities before, during, and after military engagements. Combat camera units receive specialized training (advanced field and weapons training as well as aerial and underwater photography) to effectively integrate with any combat unit in austere and hostile environments. Navy COMCAM forces are task-directed via the global force management (GFM) process. They provide a first look operational assessment within a prescribed time for commanders to evaluate battlefield awareness, gain visual understanding of conditions and tactics, or confirm the extent of battlefield damage
Naval Construction Force
The naval construction force (NCF), also known as Seabees, is organized within the Department of the Navy as a general engineering and construction force. The NCF provides Navy component, combatant command, and JTF planners and commanders with an expeditionary toolkit of scalable and rapidly deployable military engineers who perform contingency construction and public works in support of the full ROMO. The NCF units, under NCG ONE located in Port Hueneme, CA, and NCG TWO located in Gulfport, MS, are organized, equipped, and trained to construct, repair, maintain, and operate shore, inshore, and deep ocean facilities. Seabees provide engineering services that extend from military engagement, security cooperation, and deterrence activities to crisis response and contingency operations and, if necessary, major operations and campaigns
Mobile Diving and Salvage
Mobile diving and salvage (MDS) force stems from the Salvage Facilities Act authorizing the Secretary of the Navy to provide necessary assets and settle claims for salvage services rendered by the Navy. This authority allows for the maintenance of a national salvage capability for use in peacetime, war, or national emergency. To this end the Navy, in cooperation with the Military Sealift Command (MSC), maintains a core nucleus of ships and personnel trained in salvage which can be expanded in time of war or national emergency. Mobile diving and salvage units are organized under each EODGRU.
Navy MDS CS forces provide a unique capability to the overall Navy salvage program.

Explosive Ordnance Disposal
Under NECC, Navy explosive ordnance disposal (EOD) is organized under two EODGRUs, EODGRU ONE in San Diego, CA, and EODGRU TWO in Virginia Beach, VA. EOD is a CS force manned, trained, and equipped to eliminate hazards from unexploded explosive ordnance (UXO), counter-improvised explosive devices (C-IEDs), weapons of mass destruction (WMDs), and all other types of weaponry. EOD operates across the spectrum and ROMO, and is the force of choice to directly support fleet, joint, coalition, and interagency forces by enabling access for maneuver forces afloat and ashore; eliminating explosive hazards in any environment; collecting weapons technical intelligence; preventing civilian and military casualties; and preserving critical infrastructure in support of specific missions and operations. EOD skill sets facilitate the clearing of areas of operations (AOs) in order to support operations inland or in the littorals. Navy EOD can clear explosive obstructions and threats (e.g., improvised explosive devices (IEDs), UXO, chemical/biological warfare agents, WMDs, nuclear weapons, and underwater mines).
