> departures are cleared at 10,000’ MSL or below
> departures are within 2 hours of the proposed dep time/EDCT
> an actual or assumed dep time (within 3 min of actual) is forwarded to center
> RAPCON confines all dep to within approach control airspace until a radar handoff is accomplished with the center.
