Emergency operations
In view of the Department’s responsibilities relative to emergencies, continuing emphasis will be placed on the following:
- Emergency planning
- Training of personnel
- Emergency preparedness exercises
- Public awareness and education
- Ensuring the adequacy and availability of sufficient resources to respond to emergencies
- Development and implementation or protective measures to reduce loss of departmental personnel, equipment, and facilities
- Development of a 72-hour self-sufficient operation plan

The Cal OES, through SEMS (Standardized Emergency Management System), has established the following five levels of emergency response:
