What are the CDM 2015 Regulations?
Intended to ensure that H&S issues are properly considered during a project’s development so that the risk of harm to those who build, use and maintain structures is reduced
all building and construction works
for domestic clients -duties passed to others
for commercial clients must make arrangements for management as follows:
Principal Design - plan, maange, monitor for pre-construction
ensure client side aware of their duties
bring together PCI
provide relevant info to others
liaise with Principal Contractor in planning, monitoring of construction phase
Client - Appoint competent duty holders
allow time and resource
provide relevant info
ensure PD and PC carry out duties
ensure welfare facilities
Key implications of the regulations?
More focus on client’s responsibilities and no longer assign them to others
Must be declaration of:
how long contractors given to plan and prepare
clients deemed as the Principal Contractor’s role for period appointment not made
What information found in the PCI?
Project description
client’s requirements for site setup and management
environmental restrictions
existing site risks such as:
-H&S files and services
-design and construction hazards
-suggested methodologies
-H&S file requirements
What find in the Construction Phase Plan?
Project description
Process for management eg:
-inductions
-welfare facilities
-arrangements for controlling risk eg height and site segration
What find in the H&S File?
Information useful for planning of future works/maintenance which comprises:
-description of works carried out
-residual hazards
-structural elements
-hazardous materials
-location of services
-energy supplies
-fire fighting
What is an F10?
A form used to notify the HSE of the project containing:
address
LA
project description (briefly)
client and contractor contact details
time allowed for PC to plan and prepare
planned start date
duration
nr of people on site any one time
What does RIDDOR stand for?
Reporting of Injuries, Diseases, and Dangerous Occurrences Regulations 2013
Responsible Person (employer, or if self employed the contractor) notifies HSE of any:
death
injury
disease
What incidents are reportable?
Death
Major injuries
Occupational diseases
Dangerous occurrences eg explosions, collapse, gas incidents
What does COSHH stand for?
Control of Substances Hazardous to Health
Regulations to avoid exposure to, or if not possible, control exposure
