Performance Oriented Packaging (POP/UN Specification)
US specification packaging is based on testing effectiveness. “POP” is used to identify containers designed to meet specified levels of integrity and safety when subjected to performance test.
Overpack
Single of multiple POP/UN Specification approved containers may be placed in a single outer container for convenience or ease of hand light, provided the materials are compatible. the outer overpack container does not require POP/UN specification testing but must be marked with the following statement “OVERPACK”
Fuel Levels
Vehicles and self-propelled quip (Half tank)
Engine powered support equip (drained)
Liquid Petroleum Gas (LPG) (Emptied, not purged)
Boats (drained)
External fuel tanks (drain and purged)
General Marking Requirements
As a min, the appropriate proper shipping name (PSN) and corresponding UN, North America NA, or ID number must be on the outside of a package for the content(s) within.
Hazardous Labels
CARGO AIRCRAFT ONLY RADIOACTIVE MATERIAL MISCELLANEOUS DANGEROUS GOODS MAGNETIZED MATERIAL OXYGEN-inplace "nonflammable and oxidizer"
CARGO AIRCRAFT ONLY
Label is used to identify cargo which passengers may not travel unless a deviation is approved
RADIOACTIVE MATERIAL
Requires 2 labels that will be located on opposite sides of the package.
MISCELLANEOUS DANGEROUS GOODS
Label is not required when the article is not enclosed in packaging and is readily identifiable. (Motor vehicle, AC engines, wheeled support equipment, dry ice, consumer commodities, air bag inflators, lithium batteries)
OXYGEN-inplace “nonflammable and oxidizer”
Label for packages containing PSN: Oxygen, Compressed
Certification
Hazardous materials may only be certified for airlift by personnel trained IAW AFMAN 24-204(I) and designated in writing by the installation or activity commander.
Certification References
AFMAN 24-204(I) is the primary preparation and certification authority for hazardous materials transported by military airlift.

- Title 49, Code of Federal Regulations (49CFR)
- Waivers issued by service components
Shippers Declaration for dangerous Goods
Hazardous materials entering the Defense Transportation System destined for military airlift must be certified by a qualified individual using a “Shippers Declaration for Dangerous Goods” Attached to air cargo manifest, must have vertical RED HATCH BORDER.
Copies Required
- Manifest that is placed on the aircraft
- Originating station file manifest
- attach it to the hazardous item being shipped
Dangerous goods in excepted quantities
Very small quantities of certain dangerous Goods may be transported a Dangerous goods in excepted quantities.
Loading and Stowing
Do not ship hazardous material in freight containers that are not easily accessible to the aircrew during flight. Ensure air trans personnel have access to the contents for inspection
