Performance Oriented Packaging (POP/UN Specification)
US specification packaging is based on testing effectiveness. “POP” is used to identify containers designed to meet specified levels of integrity and safety when subjected to performance test.
Overpack
Single of multiple POP/UN Specification approved containers may be placed in a single outer container for convenience or ease of hand light, provided the materials are compatible. the outer overpack container does not require POP/UN specification testing but must be marked with the following statement “OVERPACK”
Fuel Levels
Vehicles and self-propelled quip (Half tank)
Engine powered support equip (drained)
Liquid Petroleum Gas (LPG) (Emptied, not purged)
Boats (drained)
External fuel tanks (drain and purged)
General Marking Requirements
As a min, the appropriate proper shipping name (PSN) and corresponding UN, North America NA, or ID number must be on the outside of a package for the content(s) within.
Hazardous Labels
CARGO AIRCRAFT ONLY RADIOACTIVE MATERIAL MISCELLANEOUS DANGEROUS GOODS MAGNETIZED MATERIAL OXYGEN-inplace "nonflammable and oxidizer"
CARGO AIRCRAFT ONLY
Label is used to identify cargo which passengers may not travel unless a deviation is approved
RADIOACTIVE MATERIAL
Requires 2 labels that will be located on opposite sides of the package.
MISCELLANEOUS DANGEROUS GOODS
Label is not required when the article is not enclosed in packaging and is readily identifiable. (Motor vehicle, AC engines, wheeled support equipment, dry ice, consumer commodities, air bag inflators, lithium batteries)
OXYGEN-inplace “nonflammable and oxidizer”
Label for packages containing PSN: Oxygen, Compressed
Certification
Hazardous materials may only be certified for airlift by personnel trained IAW AFMAN 24-204(I) and designated in writing by the installation or activity commander.
Certification References
AFMAN 24-204(I) is the primary preparation and certification authority for hazardous materials transported by military airlift.

Shippers Declaration for dangerous Goods
Hazardous materials entering the Defense Transportation System destined for military airlift must be certified by a qualified individual using a “Shippers Declaration for Dangerous Goods” Attached to air cargo manifest, must have vertical RED HATCH BORDER.
Copies Required
- Manifest that is placed on the aircraft
- Originating station file manifest
- attach it to the hazardous item being shipped
Dangerous goods in excepted quantities
Very small quantities of certain dangerous Goods may be transported a Dangerous goods in excepted quantities.
Loading and Stowing
Do not ship hazardous material in freight containers that are not easily accessible to the aircrew during flight. Ensure air trans personnel have access to the contents for inspection
Overboard Venting of Cryogenic Liquid Storage and Transfer Tanks
all cryogenic liquid storage and transfer tanks must be vented overboard during transport.
Fuel/Fluid Leaks (Cargo)
A leak is a loss of fuel at a rate, which is readily detected or seen. 5 drops per minute from a cooling system, crankcase, gear case, or hydraulic system is considered a leak. Fuel or brake system leaks, no matter how minor, will cause the item to be frustrated until repaired.
Deviations
Deviations to pass restrictions in AFMAN 24-204(I) are generally granted because of operational requirements.
Waivers
are exceptions to packaging or compatibility requirements and are granted for a fixed period of time. Do not apply to:
guards
couriers
technical escorts
MX personnel for AC trans hazardous materials
AMC mission observers (AMO)
mission essential ground personnel (MEGP)
additional crew members (ACM)
Participants in tactical/contingency operations
other personnel designated in writing by HQ AMC
Duty pass/aero medical evac with P4 coded cargo
Tactical

Contingency
and emergency involving military forces, caused by natural disasters, terrorists, subversives or by required military operations.
Emergency
The movement of personnel, equipment and supplies belonging to an organization or unit so they may respond to an noncombat event
Application of Chapter 3
AFMAN 24-204(I), ch 3 allows for some relaxation of the req for preparing, packing, and certification of hazardous materials during Tactical, contingency or Emergency ops.
Packaging on Chapter 3 Movements
Unless otherwise exempted, POP marking and labeling req apply to palletized, packaged, and containerized hazardous materials.
Spare Fuel on Ch 3 Movments
Spare fuel for vehicles and equipment must be transported in approved POP/UN specification tested and marked containers and jerricans when floor loaded, palletized or secured in/on vehicles and equipment.
Presidential Support Missions
Shippers Declarations are NOT required for Phoenix Banner, Silver and Copper Operations
Chapter 3 Compatibility
Compatible hazardous materials may be transported without restriction.
Briefings
The AC commander/cremember must be briefed at the base of departure concerning onboard hazardous materials
AC Parking
Parking of AC carrying hazardous materials is the responsibility of the host airfield. AC transporting 1.1 and 1.2 explosives, nuclear weapons, and hazardous materials requiring a SAAM, are normally parked at remote (HOT) spots
Leaking Cargo
Spill containments kits must be carried on all AC transporting liquid hazmat. notify destination of any inflight leaks and request mx, fire department or other personnel be available for clean up, as required.
Complete AMC Form 97,AMC in flight emergency and unusual occurrence
Safety procedures associated with HAZMAT
The shipper will provide any required special equipment to meet unique safety requirements.
“MAGNETIZED MATERIAL”
Label will be used in-place of a Class 9 “Miscellaneous Dangerous Goods” label for material that has a specified magnetic filed that could affect flight.
