why is it momentous? the Romans had thought they were protected from invasion by the Alps - it was a natural border. Hannibal’s action had undermined their feeling of safety, protection, being sheltered - hence creating climate of extreme fear, tension that spurs them to act

Hannibal had been pushing forward so aggressively and rapidly that Quintus Fabius Maximus realised if he just stopped him from his momentum, it would come as an untimely shock. The Romans, by attacking back to the attacking Hannibal, had been giving into what Hannibal wanted, his trap, adding fuel to a fire. this reinforces notion of adaptability
