What is different about the start of Henry’s reign
He is in a unique position because he has no rival and didnt have to rush to be crowned

Henry had to travel much more

Stephen retored the power of the earls - 25-30 in 1154
But by 1200 only 12 earls remain
Henry took away earls penny where earls could claim a small portion of local taxation
What does Henry do with sheriffs in the first 2 years of his reign
In the opening 2 years he sacks 2/3 of sheriffs and replaces them with his own
By 1162 another half are sacked so Henry is left with 1/6 of Stephens original sheriffs
