Inc words of both ed prayer books= allows latitude for belief. Penultimate clause= brought back clerical vestments & ornaments =infuriated reformers. Only got3 votes=clear belief in cath doc=strong

Cath recusants fined 1 shilling only few fines. Could not enforce uniformity variety of local factors inc varied services/prayers
