A
- Prussia most powerful state
- Strong sense of Militarism
- Germany became united, ruled by Kaiser as the supreme commander
- Kaiser supported by Chancellor and parliament
- Kaiser could ignore parliament advice, and had last say in all military or foreign relations

- Many workers disliked the poor wages and working conditions, and were socialists, and hoped Kaiser would share some of his power

- British had targeted ships containing food, leaving huge food shortages
- By 1918, Germany was on the brink, with deadly flu spreading around
- Kaiser had to give up some of his power to parliament, but all too late and many felt he should step down

- Word spread and soon workers and soldiers councils were governing cities, leaving country in chaos
- Led to Kaiser abdicating
