on a military base these services are provided by “base operations”

- FAR: the pilot responsible for the operation and safety of an aircraft during flight time. The PIC is directly responsible for, and is the final authority as to the operation of that aircraft
- CNAF 3710.7: the PIC as the pilot who is assigned by the unit commander, or a delegated authority, the responsibility for the safe, orderly flight of the aircraft and well-being of the crew.
What are the CNAF M 3710.7 requirements for preflight planning?
preflight planning requirements include:
weather reports, NOTAMs, fuel requirements, alternate airfields available, and anticipated traffic delays
