Flight Rules and Regulations Chapter 1 Flashcards
What is the organization responsible for the publication of the Federal Aviation Regulations and the Aeronautical Information Manual
The FAR and AIM are published by the FAA
What regulatory publication issued by the FAA most concerns the Navy aircrew member?
FAR part 91
In addition to the regulations set forth by the FAA, what set of regulations issued by the Navy governs the operation of all naval aircraft throughout the world?
CNAF M 3710.7
List the regulatory priority of applicable DON, DOD, and FAA publications
CNAF M 3710.7 gives the priority for regulation compliance in the following order
- Specific Aircraft NATOPS Flight Manual
- CNAF 3710
- FLIPS
- FAR 91
“shall”
mandatory
“if you are using these flash cards to study, you SHALL buy the author an adult beverage at flight suit friday.”
“should”
recommended
ex: the adult beverage should be a vodka drink
“may”

indicated futurity and never indicates any degree of requirement for application of a procedure.
“I will need to drink water along with those vodka drinks”
i’m not actually sure if “will” is being used appropriately there… but I’m tired.
What are the responsibilities of ATC?
responsibilities of the ATC:
approve flight plans and grants clearances
What are the responsibilities of Flight Service Station
Flight Service Station
Provide pilot briefings, enroute communications, and some search and rescue services; assist lost aircraft and aircraft in emergency situations; relay ATC clearances’ originate NOTAMs, aviation weather….. it goes on.
on a military base these services are provided by “base operations”
What are the responsibilities of Control Tower?
The Control Tower is the agency responsible for the safe, orderly, and expeditious flow of traffic operating on and in the vicinity of an airport
3 stations: Clearance Delivery, Ground, and Tower
What are the responsibilities of Approach Control?
The primary function of Approach Control is to control IFR traffic in the terminal area
What are the responsibilities of the Air Route Traffic Control Center
ARTCC’s primarily responsibility is to control en rout IFR traffic
also known as the “center”
What are the responsibilites of the Pilot in Command?
- FAR: the pilot responsible for the operation and safety of an aircraft during flight time. The PIC is directly responsible for, and is the final authority as to the operation of that aircraft
- CNAF 3710.7: the PIC as the pilot who is assigned by the unit commander, or a delegated authority, the responsibility for the safe, orderly flight of the aircraft and well-being of the crew.
What are the CNAF M 3710.7 requirements for preflight planning?
preflight planning requirements include:
weather reports, NOTAMs, fuel requirements, alternate airfields available, and anticipated traffic delays
*Flights shall be planned to circumvent areas of forecast atmospheric icing and thunderstorm conditions whenever practicable
What is the purpose of a flight plan?
The purpose of a flight plan is to establish a baseline for lost communications or lost aircraft procedures.
Also provides ATC with important information like departure/destination airfields
what are the pilot’s responsibilities for acquiring a flight weather brief?
For flights where any portion of the intended route is forecast to be under Instrument Meteorological Conditions, naval aviators shall obtain a flight route weather brief from a DoD-qualified forecaster or approved forecasting service
what are the pilots responsibilities concerning Authorized Airfields?
PIC shall ensure that they are aware of and meet operating requirements and, when necessary, have satisfied prior permission required requirements.
what are the pilots responsibilities concerning fuel purchases?
PICs shall make every effort to purchase fuel from military or government contract sources.
Unless: mission requirements dictated stopping at a facility without military contract fuel sources
emergency landings
the flight ended at an alternate airport in lieu of filed destination
what are the pilots responsibilities concerning Closing of flight Plans?
its the PICs job to do it
What are the principal factors affecting aircrew performance?
Biggest factor affecting aircrew performance is
FATIGUE
*dehydration is the most easy cause of fatigue to correct
When, if ever, is it permissible to violate FAR Part 91?
Its possible to violate FAR Part 91 during
EMERGENCIES
How long are Naval Weather Briefs valid?
FWB are completed on the DD 175-1 form
They are valid for 3 hours past briefing delivery time or 30 min past your estimated time of departure (whichever time is earlier)
