before a flight
but also during a flight over the radiom(use abbreviated flight plan format)
which frequency should pilot use for this
Avoid using ATSU for this
instead, use FIS frequency of the FIR region he is flying

When a pilot has expressed the intention of changing from IFR to VFR, the Air Traffic
Service Unit should pass to the pilot any information which makes it likely that the
flight will not be able to maintain VMC.
