A
Allows high mins Captains to operate to lower minimums. No landings still are authorized below 1000RVR

What is Exemption 20144?
A
Allows aircraft to be dispatched when weather at the destination or alternate indicate it might be below minimums (with words like PROB, BECMG, TEMPO) as long as the main body of the forecast still shows it will be above minimums at the time of arrival.
