-The tariff raised imports to almost fifty percent; designed to protect domestic industries from foreign competition.
-Caused Hawaiin sugar to go up in price and it couldn’t compete with other sugar imports.

- Prohibited rebates and pools.
- Requires railroads to publish their rates openly
