Ethnicity And Policy Flashcards
What did Moore and Davenport find that marketisation led to? Give an example
Racial segregation through selection procedures which prevented minorities from getting into better secondary schools
EXAMPLE- commision for racial equality found that minorities are more likely to go to unpopular schools because they are unaware of how waiting lists work
Another example of how marketisation leads to segregation
Primary school reports used to screen out children with language difficulties favoured white students and disadvantaged minorities
(David) (Troyna and Williams) National curriculum and ethnicity
He argues that it is distinctly British and ignores any language/ culture that is not European
They argue that there is meagre provision for teaching Asian languages in comparison to European languages
(Ball) critique of national curriculum
Ignores ethnic diversity and promotes ‘little Englandism’. The history curriculum tries to recreate a mythical age of empire and past glories while ignoring Black/Asian history
(Coard) How does the national curriculum’s ethnocentric-ness cause underachievement?
History for instance, portrays the British empire as bringing civilisation to ‘primitive’ people which may undermine Black children’s self esteem and therefore achievement
(Gillborn) 1988 education reform act and the assessment game
The assesment game is rigged to validate the dominant culture’s superiority. Independent baseline tests replaced with foundation stage profile (FSP) so black students are doing worse. FSP based on teachers judgements but baseline was based on judgements and written tests.
Access to education policies
Gifted and talented- white students twice as likely to be identified as this than black caribbeans and more than five times more likely than black africans
Exam tiers- black students more likely to be entered for lower tier GCSEs because they are in lower sets
Gillborn and new IQism
Secondary schools increasingly using IQ tests to allocate pupils into different streams even though it is no indication of intelligence. He argues that this shows that the education system is institutionally racist
Sewell’s criticism of Gillborn
Too much focus on internal factors. Even though racism within schools has not completely disappeared, it is not enough to prevent achievement. Instead, we should focus on external factors like subcultures
Criticisms of critical race theory: overachievement of minorities
Chinese and Indian students overachieve in comparison to the white majority. If they do so well, hoe can the education system be institutionally racist
Criticism of critical race theory: Connolly and interactions effect
He argues that there is interactions effect where class and ethnicity interact differently depending on the ethnicity in question eg there is a bigger gap between white MC and WC than there is between black MC and WC
