ER-001
Containment and Response to hostage situations and Barricaded Persons who are Armed
Definition of a Barricaded subject
a person(s) who is in a place of restricted access/limited access/environmental risk (including areas involving heights), who has threatened to cause harm to themselves or another person, or is otherwise wanted by police and there is the belief that the subject does not intend to surrender.
Definition of a Break Out Plan
means the plan of action to deal with suspect or subject in the event they attempt to escape.
Definition of Containment
means the act of controlling an area that isolates a crisis point and includes the inner and outer perimeters.
Definition of Crisis Area
means the smallest area within which the threat can be contained safely, without alarming or provoking the subject and/or without endangering the public, hostage(s), police or other emergency support personnel.
Critical Incident Command Team (CICT)
means a group of specially trained York Regional Police members brought together for the purpose of managing an incident that meets the threshold identified in the Incident Identification Activation Checklist and shall, at a minimum consists of a Critical Incident Commander (CIC), Crisis Negotiator Team (4 Officers), Emergency Response Unit (12 Officers), Canine Unit (2 Units), Scribe (2 members),
ICEN - Stands for ?
I- Isolate
C- Contain
E - Evacuate
N- Negotiate
ICLEAR - Stands for ?
Isolate - identify and isolate the crisis point
Containment/Casualty Care/Contact - Inner and outer perimeter - Diamond Containment at minimum around the crisis point.
Long guns/ Less lethal - Balance of long guns and less lethal at containment points
Evacuation - evacuation or shelter in place
Authorizations - Warrants required, exigent circumstances, mental health act, etc and
Reactionary Plans :
A: Immediate action plan (IAP)/Confrontation Plan (only to be undertaken if there are reasonable grounds to believe death or serious bodily harm is imminent)
B: Break out plans (BOP) both on foot and in vehicle and/or
C: Surrender Plan (SP)
Immediate Action Plan (IAP)
means the plan of action to deal with serious changes in the situation (such as grievous bodily harm or death) that requires immediate intervention. The IAP is the first plan to be developed of the reactionary plans in the early stages of the incident.
NRA
N – Necessary (Why now? What’s changed? Can you articulate your actions were necessary?);
R – Risk Effective (Chances of actions being successful? What are consequences if don’t act?); and
A – Acceptable (Ethically? Legally?).
What is a Positive Action in ER001
means an action, such as the breaching of a window or door, specifically for the purpose of communicating and/or locating a subject within the premises, prior to invoking this Procedure. This action is to determine that the subject is physically in the premises and has been advised to surrender and has refused. Positive Action will only be authorized after consultation with the RTOC, a Critical Incident Commander or a Critical Incident Command qualified member of the ERU.

ER-001 / ER-005 INCIDENT IDENTIFICATION AND ACTIVATION CHECKLIST
(a) the subject has a weapon or suspected access to weapons and threatens harm to self or others AND the subject is in a barricaded location or a location of limited access, which may include confined spaces, heights (i.e. bridge, balcony, tower) or environmental risk (i.e. presence of flammables, chemical agents or explosives);
(b) the subject has a weapon or suspected access to weapons, is wanted by police, is refusing to surrender or communicate with police AND the subject is in a barricaded location or a location of limited access, which may include confined spaces, heights (i.e. bridge, balcony, tower) or environmental risk (i.e. presence of flammables, chemical agents or explosives); or
(c) the subject is in a location of environmental risk (i.e. presence of flammables, chemical agents or explosives) or heights (i.e. bridge, balcony, tower) and has harmed self or others or threatens to do so.
What is required prior to positive action being taken?
a) Judicial Authorization exists for the arrest and or apprehension of the subject;
(b) all attempts to make contact via voice or phone have failed to initiate a response; (c) there are sufficient resources present to deal with:
(i) Containment;
(ii) Immediate Action Plan;
(iii) Break Out Plan;
(iv) Surrender Plan; and
(d) consideration as to the need for members of the York EMS SRU to be on scene.
What are the checklist for officers responding to ER001 / ER005
Confirm call information
Enact ICLEAR acronym
a. Isolate - identify and isolate the crisis point
b. Containment/Casualty Care/ Contact – inner and outer perimeter – diamond containment at minimum around the crisis point
c. Long Guns/Less Lethal - balance of long guns and less lethal at containment points
d. Evacuation and/or shelter in place at adjacent premises required
e. Authorizations - warrants required, exigent circumstances, Mental health Act, etc.; and
f. Reactionary Plans
i. Immediate Action Plan (IAP)/Confrontation Plan (only to be undertaken if there are reasonable grounds to believe death or serious bodily harm is imminent)
ii. Break Out Plan (BOP) both on foot and vehicle
iii. Surrender Plan (SP)
Identify less lethal options available (CEW, OC, Canine)
Consider use of ICEN (Isolate, Contain, Evacuate, Negotiate) as appropriate
Gauge actions by NRA (Necessary, Risk Effective, Acceptable)
Secondary Considerations:
Request EMS SRU
Establish outer perimeter
Establish a temporary command post Is it necessary to contact the subject?
Exigent Circumstances means an emergent situation requiring immediate aid or action. Should there be legitimate concern for the health and safety of a subject, O cers should consider executing their IAP while considering the NRA decision making tool. This could occur prior to ERU arrival to the scene.
