OIRPD stands for ?

Who does OIPRD investigate? And who can they not?
They investigate complainants against police officers and cannot investigate special Constable, auxiliary officers or civilian members
Can a third party make a complainant for someone else?
Third party complaints will be accepted provided a connection exists between the complaint ( incident ) and the third-party complaining. OIPRD will determine the validity of the complaint
Can complaints be made over the telephone

Upon receiving complain call, the OIPRD May either
- Direct the complaint back to the originating service for investigation
- Directed to another service for investigation
- Retained a complaint and conduct investigation them selves or
- Decline to deal with the complainant if the complaint was
I: made in bad faith
II: better dealt with under another act or law
III: frivolous
IV: Not in the jurisdiction to deal with a complaint
V: Not in the Publix best interest
VI: over six months (exceptions to this rule apply)

What methods can a complainant be lodged to OIPRD?
- E-filing it on the OIPRD website at www.Oiprd.on.ca
- Submitting the complaint by fax 416-327-8332 directly to the OIPRD
- In person at the OIPRD
- By mailing the complaint form from the booklet
- In person at any municipal, regional or provincial police station in Ontario regardless of whether it has jurisdiction over the location where the incident occurred
What are the four reasons why, the OIPRD is Will wave the 6 month reporting limit? 
- The complainant is a youth
- The complainant has a disability as defined by the accessibility for Ontario’s with disability
- A criminal case in relation to the incident as pending or ongoing
- It is in the public interest to deal with a complaint
