Ordinance of 1785
Ordinance of 1785 - Divided land into townships and provided sale to settlers and speculators, who sold smaller chunks of land to farmers. They put practicality over Idealism. People like Jefferson believed that farmers should be the people moving there, but they needed revenue BADLY.
