Emerg Comms Centre (ECC) Shift Commander - until such time it is passed onto a suitable field s/visor - where poss should be rank Sgt or above
Can the ECC Shift Comm take retain IC or take the responsibility back?
Yes
If IC remains with ECC Shift Comm who has the role of forward comm?
Passed to suitable field s/visor
What is the process when the ECC is exercising commander authority?

- ECC Shift Comm passes authority to ECC Team Lders and Dispatchers
- District field units must comply with instructions from Team Lders and Dispatchers
- Team Ldrs and Dispatcher must consider local capability when determining resource allocation
- Queries refer to field s/visors or ECC Team Ldrs
- The ECC Shift Comm has final say in ops matters
What do we consider when transfer of IC?
> At early stages ECC best to handle as IC
The highest ranking not necessarily the best
Don’t delegate IC until - establish inc control point (ICP) - obtain a briefing - formulate a response plan
What happens when revoking an IC?
ECC Shift Comm can revoke IC from anyone, take over themselves or transfer to more appropriate leader or transfer to multiple ICs.
What does RIOD EMS do?
Supports C & C ops in Police. Single source of truth. Enhance situational awareness.
What is CIMS?
PROV EMERG MGMT AGENCIES with a FRAMEWORK so they can COORDINATE and COOPERATE effectively in RESPONSE

For the purpose of CIMS what is an incident?
An occurrence that needs a response from one or more agencies. Most are emerg but CIMS can be used to manage non-emerg incidents like large public gatherings - small or large simple or complex
How does CIMS achieve effective coordinated incident mgmt?
> est common structures/functions and terminology used by agencies within the framework that is MODULAR/SCALABLE - so TAILORED to any incident
Let agencies DEVELOP their OWN PROCESSES/TRAINING of CIMS
CIMS can be for Emerg or Non-Emerg but mostly for Emerg - for CIMS what is an Emerg?
> Situation poses IMMED RISK to LIFE/HEALTH/ PROPERTY or the ENVIRONMENT that requires a COORDINATED RESPONSE
