What does Command and Control include?

Command and control includes LEADERSHIP, COORDINATION, EFFECTIVE DECISION MAKING and behaving LAWFULLY and ETHICALLY with a PREV and VIC FOCUS
When does coordination occur?
> When ALL COMMAND & CONTROL is COMMUNICATED to all RESPONDERS to the incident(s) & their agencies, by giving APPROPRIATE TASKINGS that are completed CORRECTLY and in a TIMELY MANNER.
What is the why?
The ability to effectively control, command, lead and coordinate Police led operations is FUNDAMENTAL to policing in NZ
How do we do this? Comm and Cont - 4 stages/principles
> Ensure all staff aware of H and S in the workforce
ADHERE to the FUNCTIONS and ENVIRONS
FAMILIAR with the C & C PRINCIPLES
Staff UNDERSTAND their roles and resp under C & C
SAFETY FIRST IS PARAMOUNT
Explain key terms C & C
Control operates horizontally, and Command is vertical within one agency BUT when a CONTROLLER is appointed they are in control of the INCIDENT.
The CONTROLLER can only COMMAND staff within their own agency. Although they do not command staff in other agencies they CONTROL the incident.
The COORDINATION comes when C & C is COMMUNICATED to all responders, and their agencies by GIVING taskings that are completed correctly and in a timely manner!

> Responsible for coordinating and direction response
Set priorities and objectives and how to impl
Authorised to task out another agency
Can coordinate that agency wider actions for the focus of the wider group

>Operational -multi-tactical level response - complex high level Functions - Comm overall incident(s) -Comm resource allocation -Comm response o/s Tactical (e.g AOS) -Mnge inter agency coordination -Comm 2I/C to Strategic Commander

What are brief principles of C & C? CUSDO (O-L/E/P)
> Continuity - All C & C must be sustainable, must have suitable replacements and handover and contingency plans
> Unity - There can only be ONE C & C structure at any one time
> Span - must not overdo the number of unit under control - look at 2 to 7 direct reports. Share and delegate
> Delegation - centralise C & C and decentralise execution
> Obligation - C & C responsible for community safety, H and S of staff and wider reputation of Police. Must behave LAWFULLY, ETHICALLY & PROFESSIONALLY
What does an appreciation do?
> Allows design and planning execution and adapting
Individual or group can execute
Should be written
Allow clear thought by examining whole situation
AFCO - Aim/Factors/Courses Open/Outline Plan
AIM means
Purpose / Kay Tasks / End state
Outline Plan means
Does not need to be detailed (situation dependent)

Developing an Action Plan how and whats involved?
> AP details desired outcome and whats required
provides details of the controllers intention and sets objectives
- combines all the agency into cohesive resp
- increases awareness to agencies
- coordinate actions toward common aim
- reduces risk/duplication/conflicts
New APs should only be done when obj reached in original AP/if situation changes significantly/obj changed by controller
