What is the role of ECO?

A
  1. Monitor BA team
  2. Updates relevant persons such as IC
  3. Wears black and yellow chequered tabard
  4. Enter time on each tally
  5. Enter tallies and bracket
  6. Overwrite tallies with name and set number
  7. Take up suitable position
  8. Annotate name stage and ECP
  9. Syncronise clocks
  10. Check cylinder contents
  11. Work out time of whistle also elapsed time if initial deployment
  12. Identify team leader
  13. Indicate location of team/write down brief
  14. Get comms with BA team and maintain comms with them
  15. Return tallies to BA wearer when off air and recieve debrief

Name some of the criteria when siting a BA entry control point?

A
  1. Close to incident yet at safe enough distance.
  2. In safe air
  3. In position where you will not need to move if something deteriorates.
  4. A focal point for BA wearers

Name criteria for stage 1.

A
  1. BA operations is limited and not complex
  2. No more than one BA ECP
  3. Requires no more than 6 wearers in the risk area at any one time.
  4. BA guidelines not required.

When can initial (rapid) deployment be carried out?

A
  1. When IC has carried out sufficient assessment as to whether the risk reward is worth it.
  2. Opportunity to preserve life or to prevent a situation getting worse.
  3. As soon as resources come available, stage 1 must be implemented to ensure control.
  4. They are to also ensure they mark the board themselves and update the time.
  5. No more than 2 BA wearers can be in the rapid deployment at one time.

What are the things to note when taking over the ECO board from initial deployment?

A
  1. Check the time and work put time of whistle
  2. DO NOT remove the tallies
  3. DO NOT reset deployment clock until that crew has withdrew.
  4. Write initial deployment in remarks
  5. Write down TOB and time
  6. Fill in location of team

A
  1. Nature of BA is complex and requires more degree of control and supervision.
  2. Requires more than 1 BA ECP.
  3. Requires more than 6 wearers to be deployed to the risk area at one time.
  4. BA guidelines are required.

When is it possible to be in modified stage 1 / single BA wearer?

A
  1. Operations not working within a building or structure
  2. Undertaking low risk activities
  3. BA wearer gauge is checked and their cylinder contents recorded.
  4. Has to place tally in BA entry control board.
  5. Can always be seen by IC or nominated crew member

When is the emergency team committed?

A
  1. Any team fails to exit by time of whistle.
  2. DSU is heard unless by accident
  3. Audible or visual suggest BA wearer is in distress.
  4. Prolonged breakdown in comms
  5. Requested by BA wearer in the risk area.
