What are qualified rights?
A
Rights that contain clauses that enable a public authority to justifiably balance or restrict them in the public interest. Eg article 8 9 10 11 - private life, freedom of thought, freedon of expression, freedom of assembly.

What are absolute rights?
A
Rights that do not contain the general public interest clauses. Eg. Article 2 3 4. - right to life, freedom from torture, prohibition of slavery.
